Snuff taking is no more likely to lead to hard drug consumption than smoking cigarettes does, especially not a tobacco-free snuff. By the same token you could say drinking orange juice will inevitably lead to drinking neat vodka. Although there will probably always be a small minority who will take things further, I think that it's a typical scaremongering generalisation.
